Earlier this week, it was announced that the government procurement contract 8 (a) STARS III (GWAC) had achieved “Best In Class” (BIC) designation by the Office of Management and Budget (OMB).

Best in Class is a government-wide acquisition designation used to designate contracts that meet rigorous category management performance criteria.

Building on the success of 8 (a) STARS II, 8 (a) STARS III has a pool of disadvantaged small business (SDB) industrial partners who specialize in emerging technologies that enable government agencies to access to cutting-edge solutions to accomplish IT missions. 8 (a) STARS III includes a range of SDB industry partners offering IT services ranging from simple to complex and service-based solutions such as IT support, information assurance, cybersecurity, artificial intelligence , etc.

BIC designations are awarded to contracts and vehicles that can be used by more than one agency and that meet these five key criteria:

Pentagon budget exposes US to Chinese, Russian aggression, experts say https://www.innovation-engineering.co.uk/pentagon-budget-exposes-us-to-chinese-russian-aggression-experts-say/ https://www.innovation-engineering.co.uk/pentagon-budget-exposes-us-to-chinese-russian-aggression-experts-say/#respond Tue, 20 Jul 2021 21:28:24 +0000 https://www.innovation-engineering.co.uk/pentagon-budget-exposes-us-to-chinese-russian-aggression-experts-say/

Smithberger cited the cost overruns and production delays associated with the F-35 fighter jet as a prime example. By the time a critical upgrade was ironed out, the cost of upgrading planes already in the Defense Ministry’s inventory to fix the problem prompted defense planners to consider scrapping for $ 21 billion. fifth generation hunters, she said.

“As much as possible, the department and Congress should make sure we fly before we buy,” she said. “While we understand the need to speed up the acquisition process, bringing immature and unproven technology to production is expensive and undermines readiness. As this committee is all too well aware, cost overruns impinge on the priorities of other departments, including modernization, and create preventable operational risks.

The infinity button

Committee chairman Adam Smith, D-Wash. Opposed the idea that the US budget must be large enough to ensure that the military can defeat any adversary in any conflict. The military must be capable (and sufficiently credible) enough to deter aggression from adversaries and make them believe that the cost of starting a conflict would be too high to be worth it.

Preparing to win an all-out war against China or Russia seems to be driving the demands, he said, “and I don’t think there is any fiscal way to guarantee that.”

“Once you establish that premise, once you say that China and Russia are terrible, awful and they do all these things, we have to stop them and the only way to stop them is to be ready to win all-out war, well then, yeah, you might as well push the infinite button on how much we’re spending on defense, ”Smith said.

A lack of diversity in research and analysis is not only unethical, it is dangerous https://www.innovation-engineering.co.uk/a-lack-of-diversity-in-research-and-analysis-is-not-only-unethical-it-is-dangerous/ https://www.innovation-engineering.co.uk/a-lack-of-diversity-in-research-and-analysis-is-not-only-unethical-it-is-dangerous/#respond Tue, 20 Jul 2021 10:00:00 +0000 https://www.innovation-engineering.co.uk/a-lack-of-diversity-in-research-and-analysis-is-not-only-unethical-it-is-dangerous/

Technology continues to advance exponentially, making it an inspiring and high-stakes era. The STEM disciplines and the social sciences significantly influence the trajectory of American society and the global community in ways that other sectors and fields of exploration cannot match.

Today people of color are underrepresented in all aspects of STEM including academia, business, research, technology and more.

This is important, and not just because of fundamental questions of fairness, impartiality and expediency. Diversity has practical and tangible implications for the functioning of our society, and it has an impact on our long-term sustainability.

Consider the booming field of artificial intelligence (AI), whose influence in our lives will exceed what many of us can even imagine. Harnessing AI has countless applications, from helping with disease mapping to improving adaptive e-learning platforms to supporting the work of law enforcement officers.

But without experts and policy makers at the table with diverse lived experiences, the use of these technologies is more likely to empower the subconscious. Prejudices already endemic in society than to tackle it.

AI arms race: US to deploy $ 1.5 billion to compete with China https://www.innovation-engineering.co.uk/ai-arms-race-us-to-deploy-1-5-billion-to-compete-with-china/ https://www.innovation-engineering.co.uk/ai-arms-race-us-to-deploy-1-5-billion-to-compete-with-china/#respond Wed, 14 Jul 2021 22:01:00 +0000 https://www.innovation-engineering.co.uk/ai-arms-race-us-to-deploy-1-5-billion-to-compete-with-china/

WASHINGTON – Since the Pentagon’s Defense Advanced Research Projects Agency, or DARPA, began shaping the so-called “first wave” of artificial intelligence in the 1960s, the United States has been the world leader in adoption of AI.

Over the next five decades, AI has evolved from machines running human-programmed rules to statistical learning, the second wave, and now to a third wave that produces machines that understand and reason in context. .

In future battlefields, machines will function more like colleagues than tools, says DARPA.

“But obviously we’re not the only ones who understand the promise of AI,” Defense Secretary Lloyd Austin said Tuesday in a speech at an international conference hosted by the National Security Commission on artificial intelligence. “China’s leaders have made it clear that they intend to be world dominant in AI by 2030,” he noted.

To win the AI arms race with China, the United States will spend nearly $ 1.5 billion on artificial intelligence research and development over the next five years, Austin said.

Beijing is already talking about using AI for a range of missions, from surveillance to cyber attacks to autonomous weapons. And in the field of AI, as in many others, we understand that China is our pace challenge, ”said Austin. “And we’re going to fight to win, but we’re going to do it the right way.”

US Secretary of Defense Lloyd Austin said on July 13 that Washington’s use of AI must be “responsible” and “governable.” (Photo courtesy of the Ministry of Defense)

Austin said the effort will involve not only major U.S. defense contractors, but universities and small businesses as well.

The secretary signed in May a new strategy document for the joint command and control of all areas, or JADC2. The idea is to connect observation and reconnaissance data from all branches of the military into a single network. AI and other technologies will be used to develop an optimal plan, reducing the time it takes to move from scanning the environment to action.

The new strategy reflects the Pentagon’s distance from the war on terror.

In terms of strength and technology, the United States was far superior to the extremist groups it fought in the Middle East and was able to mobilize its forces and act at its own pace. But Beijing is catching up with Washington in land, sea, air, space and cybernetics, and, according to some observers, even overtakes US power in China’s backyard in the western Pacific.

With the two sides now more balanced, the speed at which they can gather and analyze intelligence and put their strategies into action will be critical.

The Pentagon is seeking to work with more than 30 countries to implement the JADC2 framework, according to a senior official. If a conflict does break out, integrating data from friendly nations would improve intelligence accuracy.

In his speech, Austin stressed that the use of AI must be “responsible, fair, traceable, reliable and governable.”

Critics have expressed concern about the potential of autonomous “killer robots” capable of launching attacks without human intervention. There has been little discussion of international regulations surrounding the use of AI in warfare, and reports suggest autonomous weapons may have been used in the civil war in Libya.

At the conference, US Secretary of State Antony Blinken said the State Department will present a strategy for effectively using data in foreign policy in the coming weeks. The data could “help the department predict maybe the next civil conflict, the next famine, the next economic crisis, and how we can respond more effectively,” he said.

US National Security Advisor Jake Sullivan noted the recent establishment of an Emerging Technologies Task Force by the security group known as Quad – US, Japan, India and Australia. The four partners will work more closely together in areas such as fifth generation wireless and supply chain issues, he said.

BOWLING GREEN, Ky. – Toyota Motor Manufacturing of Kentucky donated four cars to the automotive technology programs at Southcentral Kentucky Community and Technical College.

Donated vehicles include all-wheel drive and hybrid models of Camry and Rav4 and range from 2017 to 2021. These vehicles provide SKYCTC students the opportunity to learn the latest technology in the automotive world. SKYCTC could not have purchased vehicles as often as needed to stay on the cutting edge of technology, so Toyota’s donations ensure that SKYCTC students receive training on the latest technology in the automotive field.

“The donation was for all of our transportation programs, including diesel technology, automotive technology and collision repair. These programs provide training to our students on advanced electronics and automotive collision detection systems, ”said Gene Basil, SKYCTC’s Dean of Advanced Manufacturing Technologies. “Each program will have the ability to present a new hands-on exposure to the complex systems of current vehicles and be better prepared to serve emerging technologies.”

Transportation programs prepare graduates for entry-level maintenance technician jobs in the auto repair industry. Students learn to perform preventive maintenance, troubleshooting, servicing and repairing automobiles and trucks.

“We believe it is our responsibility to partner with educators to support career development programs that help develop our future workforce,” said Kim Ogle, Toyota Director of Corporate Communications Kentucky. “Our goal is to help prepare students for future workforce success and expose them to an industry that is a vital component of the Kentucky economy.”
